I guess a train fan is not necessarily a car fan. That is a late 1930s or early 1940s Ford convertible.

The spic and span Ford could belong to the division superintendent, or the chief clerk, auditing the books. I would not want to have been an agent on duty while the auditor was there. Nice use of Black and White to impart a bit of that pre-WWII period feel.
