Interesting with the 3 bar truck grill looking design above ditch lights. Attractive livery. Looks like lower halves of ladders are attacked to the trucks.

They are anticlimbers to try and prevent the locos overriding each other in the event of collision. And yes for the steps.

Ah, now that you mention they are anticlimbers it is so obvious after having been a fan of US trolleys and interurbans for three decades: apparently context matters in interpretation!
