I dunno, I'm not so quick to consider it burned out: is it some kind of energy conserving daytime lighting; or, is it an "image artifact" because lights are alternating for grade crossing visibility or the like.
I don't know enough about contemporary lighting regulations to be sure.

Both headlights were operating correctly, the perspective gives the illusion that the left most headlight was burnt out. A more "head-on" perspective taken 20 minutes earlier shows both headlights. Thank you all for the comments!
