Sid, that is the ex-C&O Piedmont Sub, the River line (Sub) follows the James River west out of Richmond. And yes those signal towers were well used many moons ago. They were shut down sometime in ths 50's, and some may have lasted into the 60's.

The tower in the photo was not built by the RF&P. It's a standard C&O tower, built by the C&O. There used to be a lot more than there are now!!!
