Miss. St. it is. Just west / north of the tunnels. Judging from how clean the power looks I'm *guessing* it's the power for #25, the North Coast Limited, backing down from the shops to SPUD to take the NCL west in the evening. By 1964 she was an early-evening departure from SPUD, around 1900 IIRC.
