If the name of the railroad is correct (Longhai railroad), then I would say it's probably not a horseshoe but two lines of a double track. In China it's not unusual to see two lines of a double track widely separated from each other, especially for the mountain railways. Most old main lines were built as single track initially. The second track might not be completed until tens of years later.
