Looks like another Sou-Pac may have just bitten the dust. However the frame does not appear to be bent that bad but certain internal parts such as motor mounts may be shot just as the IC SD40-3's have had happen to them in Minnesota a few months back and were scrapped out. Hopefully nobody was injured or killed for that matter in this accident.

I don't see no sense of rebuilding it if it heavily damaged I would say reduce it to scrap for resale.
