What is up with the windshield screen why does it have it and what is it's purpose?

The first batch of F40PHs had small fuel tanks and went to work on the NEC between NH and Boston. In the days before FRA glazing, the NH shops put grates over the front windows of their locomotives to combat some of the mischief that was rife along the line. It was a practice that carried on into Amtrak days. Once the stronger, FRA glazing was installed in the early 80's the grates came off. The 207 appears to have wandered a bit far from home...

We railfans called those grates "ghetto grilles." The 70's-80s were tough times for fans and the railroad companies.
