That locomotive is (or used to be) a GP30.

The locomotive is a GP39M, an MK rebuild of a GP30. The designation is stenciled on the front side of the unit. Correction request has been made.

The island in the background is the north end of McNeil island former State Pen. So unless you were doing time....
