4657 is probably out on its first run since being delivered. Its not unusual to see the newest ALP46A and another out together recently.

Nice shot! If this wasn't a test train for 4657, then something may have went wrong with 4643. NJ Transit usually only runs double headers when something goes wrong or the train is too long for the locomotives HEP to power.
