Must be on the Windsor side of the river - tracks are on the other side of the ferry-slip on the detroit side.
both ferry-slips on the detroit side remains, and are clearly visible on 'birds eye view' on www.bing.com/maps, near the Ambassador bridge.

If this is Windsor then it wouldn't be the St. Clair river it would be the Detroit river, great photo!
