Another great picture of a small detail in many interlockers. This appears to be a manual clock for releasing a circuit that has been cleared and then dropped to stop for some reason in advance of a train occupying the circuit. The handle had to be turned (clock-wise, I believe) to start the run down of the clock. This one looks like it is set for about 5 1/2 minutes. For fans of the IC and the CGW, Dubuque Junction had one of these for a CGW circuit.
