Seems there's an idler flat behind the power--couple of reasons I can see:
1. Bridge cannot handle loads and loco on one span at a time, or 2. The car was an unneeded extra.

Hi, yes there is a runner wagon - possibly for weight restriction reasons but also because it has a shunters safety refuge - somewhere safe to ride during switching/shunting moves. I believe in most cases standing on the headstock footboards beside the 'cowcatcher' of the locos and wagons is now banned for safety reasons.
