Why does this train have a locomotive on both ends while most Amtrak trains don't?

It is a push-pull service technically. Since there are five round trips between Boston and Portland, it would be impractical for the train to have 1 engine and have to use a wye to turn around. This is seen in the Midwest a lot, as well.

That's not a locomotive, it's a Non-Powered Control Unit (NPCU). It used to be an F40PH, but they removed the guts and now it's nothing more than a baggage car with engineer's controls.
