Looks like it's former Norfolk Southern U23B 3964, ex Southern Railway (same number).

Yes of course, its a ex-NS unit in service to Linea FerrocarrilCoahuila Durango. This railroad also have an ex-BN units (GE C30-7) and ex-Conrail, (GE B23-7).
