No trolley pole in the sky because of the conduit system (third "rail" - or rather grove - in the middle of the track) used in downtown Washington.

That is almost certainly a view of the Civil War Pension Building on G street between 4th street and 5th street. The building is now the National Building Museum, a public museum dedicated to architecture, construction, and urban planning. I've been to the museum's exhibit on the history of DC and they never mentioned the presence of streetcars. Thanks for posting this! You should sent a copy of this photo to the museum. They're bound to be interested in the historical urban planning of Washington DC, especially since the streetcars are coming back.
