The business cars look like hand-me-downs from Kansas City Southern!

Despite the use of the KCS color scheme, the lightweight diner is a former Union Pacific car. While both cars have the same lightweight, outside swing-hanger trucks, it is an obvious retrofit for the heavyweight, open-platform observation car. The obs also seems to be a 80-foot car, as opposed to the lightweight's standard 85' length.

Nice image! Any back story available on the purpose of the business excursion?

Both cars were purchased from the KCS. The colors match the IAIS, so it was decided to keep them painted as such. The observation car was just recently retrofitted with the two-axle trucks and is now Amtrak compliant.
