I know that a zoom lens can play tricks on perspective and make rails look bumpy, but wow. Is that all this is, or is the rail truly bending like that because it isn't ballasted yet?

No trick of the eye. At this point the track panels had not been ballasted or welded. They are just bolted in place and await the final installation.
