I've lived in the Twin Cites but am not sure either. Given the history of the Milwaukee Road, it seems the only place this could be is St. Paul Union Depot.

A friend to whom I forwarded the link to this picture thinks it may be Portland, Oregon. Both MILW and NP went into PDX...

We've discussed this on the MN Rail and Twin City Rail Yahoo! Groups; This shot is most certainly from Portland, OR. The water tower is still there, and old photos show the same architectural details in the platform.
