Good picture, but I was wondering the same thing? Is it being towed and we are looking at the tailend?

There are no catenaries on the Atlantic City line. There are two locomotive on either end of the train. Out of view is an NJ Transit P32 which was bought or leased from Amtrak. They are heading to Atlantic city. When they leave Atlantic City, the P32 will be on the head end. Then when they get on the corridor, the electric locomotive will take over power.....lol. I love this photo because it really does look like there is an electric locomotive running without any electric. Great photo!
