Photo's can be misleading. I suspect it more to be a subroadbed problem. Small backwoods branches likes this wouldn't normally have superelevation. That is only necessary on high-speed lines, not on a branch with slow speeds. Trackage like this often had only a little ballast with much of it buried in dirt.

Maybe they ought to rename it Red Unlevel. It's amazing to see how thangs have changed in just a few short years.
