Classic! Is there a reason the CP F-unit from the Royal Canadian was numbered the same (1400)?

According to Canadian Trackside Guide unit was delivered as CP 4099 but changed to 1400 to give passenger units a seperate series and upgraded to FP9 standards..Became VIA 6550 then Nebkota 55 and when repurchased by CP original number was used as it was also lowest number of F passenger fleet..Nebkota 54 was originally CN 6541 and number as CP 1401:2
