Clinchfield Railroad (CRR) had six EMD GP7 locomotives remanufactured by Illinois Central Gulf Railroad's Paducah (KY) Shops. ICG and CRR classified these six (Paducah) remanufactured locomotives as GP11s (ICG Paducah Shops applied their own builder's plate before outshopping denoting a 'remanufactured' GP11 locomotive). The CRR-Paducah GP11s featured a spartan cab with cab-mounted headlights, anticlimber (no drop-step), front snow (pilot) plow, hood-mount bell, FARR Dynacell air filtration system, rear-mount handbrake, and a traction motor blower duct (fireman's-side only). The CRR-Paducah GP11s also featured a unique cab door 'hold-open' rod (visible at the top of the cab door) and IC/ICG-style wind-deflectors. Eight CRR GP7s were also sent to SCL-Tampa for rebuilding. The SCL-Tampa rebuilds were classified as GP16s by SCL. The SCL-Tampa GP16s had none of the characteristic ICG/Paducah features. After the SCL/L&N-merger and the creation of the Seaboard System Railroad, the Paducah GP11s were unceremoniously reclassified as GP16s.
