$3 Million, eh? It is impossible to fully diagnose a bridge condition from one photo, but the Catskill Mountain may be well served to get a few more bids. Bridge issues are like health issues, it is always a good idea to get a second opinion.

For the record: The second and third spans were washed away due to the failure of the pier in post-Hurricane Irene flooding.
