It looks to be an exhaust stack for one of the ships in the yard. I used to be stationed up there.

The car is a D5 Transport sled mounted on a DODX heavy flat car. Normally these cars are up at the Naval Base at Bangor, Washington, no clue why it would be at the Shipyard, unless one of the Ohio class Trident Subs is there being overhauled.

In my childhood (1955 or so) my grandfather used to take me and my brother down here the watch the steam engine switch cars around before it took off for Shelton and Olympia. I remember how disappointed I was when we went one weekend and there was a diesel engine instead of a steam engine. As I got older, I would come down here and stand on the deck of the USS Missouri and gaze in amazment at her 16 inch guns. Those were the good ol days.

My brother inlaw was a in sub service until several years ago. He looked at this picture and stated that this is how the Trident missiles are shipped from the manufacturer to the Navy. The warhead is not attached to the missile during shipment.
