Correct me if I am wrong, but would this not be best described as a pacing shot rather than a panned photo. In a true panned photo the photographer is stationary and turns while snapping the camera shutter. To my way of thinking this is no different than filming a movie or a video from a moving vehicle that is traveling the same speed as the subject.
