Great shot, I remember driving past it often when I lived in Roanoke. Somewhere I think I have a picture of the 1218 passing that sign!!

It is a fail-safe crossing signal for a private crossing. Just like the sign says, when both lights are on, it is OK to cross the tracks. However, when a light is off, it indicates a train is approaching... the direction of the train would be indicated by which light is out.
If one of the light bulbs burns out, then it forces the pedestrian / car to look for a train since the signal is indicating the one is possibly present.
