As a point of information, there was at least one railroad that used GP30s in passenger service, as the N&W would often assign one to its Orland Park commuter train in Chicago. They also would assign a spare GP40 from time to time, and in 1976, they used their Bicentennial SD45. But Union Pacific, actually had some GP30B units with steam generators, that were used on passenger trains whenever the need arose.
