This is probably the "Light Engine" job. The RI used this job to move power (road, yard and passenger) around the terminal. In this case they may have just arrived from So Chgo as the three units behind the 4907 are all headed east and only the GE could be (GP 40's not so equipped in 1977) the cab signal equipped unit.
