I'd go one step further and say it was also recently painted; Amtrak's AEM-7s tend to look like their noses have been sandblasted after some time out on the road. I can't remember seeing one looking anywhere near this good any time in the "Three sheets to the wind/Lava lamps" paint scheme "era" that I've seen.
