This engine isnt an SD35, this is a U25B, great shot tho, you got to love the worms!

I think that's the head end brakeman or fireman unless the engineer ran across the cab and left somebody else at the controls. I was going to say conductor, but I imagine in 1969 he'd be in the caboose!
