This is a fine visual reminder that during World War II, when Electro-Motive was confined to building only road locomotives, steam builder's were allowed to construct diesel switchers, in addition to steam. Thus an otherwise-all-EMD Burlington acquired a good number of Baldwin and Alco-GE yard goats. It was not until the sixties, that GE was able to place U28B and U30B road units on the Q's roster.
