Perhaps this was done in thought that the train "probably" could make the grade without help, so not attaching the helper would save time from cutting it off at the top. However, should the train need help, it would already be there instead of calling and waiting for it to arrive. But the fact that it was done is strange none-the-less. Maybe someone who works for CSX can help us out?
