I believe the mechanism for this type of switch is in between the rails possibly under a plate.

Great photo Nick! I think that it captures the emergence of the past through our deteriorating presence. I believe that that could be streetcar trackage (girder-rail was often used in streetcar service). If that were the case, then the switch would have been thrown by hand with a wedge-shaped steel rod.
