I'm not a railroader. Can someone explain why so much power is lined up here? Looks like massive overkill to an outsider like me.

Railroads regularly put older locomotives out of service as newer models come in, in this case the ES40DCs. Reliability and maintenance factor heavily into what engines a railroad keeps in active service. They keep them on property for a while to have some reserve power sitting around in the event of a traffic surge, but after a couple of years or so, usually they're sold off, used as parts fodder or scrapped. There are probably more than a few crews that aren't sad these things are going...
