Someone familiar with this scene explain to me what I'm seeing here. Why is there a house (office? building?) atop this trestle?

That would be a draw bridge rather than a trestle. I do not have intimate knowledge of this particular bridge but the house on top would be for equpment, where the operator was located, etc...
