It's almost criminal to post a picture like that with no explanation. Except for the rod still being in place my first thought was that they were replacing a wheel on the rim.

I'm not sure but aren't they dropping the coals or ash pan? Usually before dropping the hot coals the fireman shakes the grates to loosen the hot coals in the firebox. Just a guess.
