Those were called "ghetto bars" or "rock guards." They were there to protect the crew from rock throwers - a very serious problem in the Northeast. With the advent of bulletproof glass in locomotives and cab cars, you see a lot less of those today, but they were pretty common thirty years ago, especially on trains in the Boston and New York City areas.
