It's a a paint scheme used by the original Norfolk Southern Railway, which operated in eastern North Carolina until the Southern Railway aquired it. When Southern Railway and Norfolk & Western merged, they kept the "Norfolk Southern" name, but the two railroads had no relation to each other.
