How exactly does this reshape the wheels? I've never seen one of these before so it's got me curious.

Looks to me like those are grinders. Note the shine on the wheel, and all the flakes of metal on the ground beneath the guys feet. Great shot.

It is actually a lathe. It spins the axle while a cutting edge re-profiles the wheel.
