I know that Wisconsin Central LTD had railroads in the UK, looking at this picture I was just wondering if this was one of them.

Yes, the freight company EWS was initialy owned by Wisconsin Central, hence the Wisconsin style livery on most of the locos and the fleet of 250 General Motors built class 66 locos like the one in the photo. The 66's are not very popular among some UK railfans though, as their introduction saw the replacement of an interesting and varied (but old) fleet of locos with 250 identical machines. In all honestly though, the 66's are far more reliable than what they replaced, but they just ain't loud enough :-)
