It was indeed cut with a torch. The car still on the rails is a 5 unit articulated well car whose first truck was derailed in that derailment in East Rochester (I have a photo of it on here). The car that was coupled to the 5 pack was in pretty bad shape, so they just cut the coupler off in order to rerail the 5 pack and drag it out of there.
