It appears that both 80-0239-6 and 81-118-0 have had their wheelsets removed and the locomotives are just sitting on the pavement. Are they being repaired, or in the process of being scrapped? Keep the pics coming!

Not really, no. Both engines are on their wheels; the big wheels you see next to them belong to the 5100kW eletric locomotive (browse for LE 5100 in Romania). Behind the big wheel on the left there is a smaller set - this belongs to the 2100HP diesel-electric (LDE 2100). The wheels on the LDH 1250 are even smaller then those ones. Both locos are operational, 118 even got a new coat of paint a short while back.
