Was this photo taken on the former CNW line that had been abandoned, and if so, when did it reopen?

Yes its ex M&SL C&NW There is a new Ethanol pant just South of Ackley, IA and thats why its running. They opened the line from Ackley to Marshalltown. Now all they need is some nice looking power, Had a WC GP30 but it wasn't running well.
