I don't think so. The low-mounted numberboards and angled side windows make me think this is an export unit. The only units I have seen with these angled side windows are the BB40-9Ws working in Brazil.

It has the characteristics of a CSX unit......although I'm not sure CSX has units on order right now (maybe?). Definitely not a BNSF unit, though, unless they've changed their specs recently with regard to numberboard placement.

Only order with the tapered window area under construction in August 2006 would be 20 C38MEi's for MRS Logistica SA of Brazil. Also note the position of the antenna mounts on the angled portion of the cab roof. This order has low clearance operator and radiator cabs.
