The unit is a former SP unit. The gap next to the headlights used to house additional lights. A gyrolight set and a red mars light. Look at older photos of SP switchers and you'll see.

UPY 1206 isn't the only former SP SW1500 with that headling formation. WC 1569 has that as well also being a former SP locomotive. http://www.railpictures.net/viewphoto.php?id=125391
