Answer: This is a former C&O SD18, C&O traded in ALCO RSD4/5's in to EMD as credit on the new SD18's and to reduce the price of the units EMD reused the trucks from the ALCOs.

Well this engine was a former Chessie System engine ordered by the C&O and on the SD18 order, C&O used tradeded in Alco RSD12's and a pair of these road trucks were used on the SD18s

C&O traded in its fleet of Alco RSD5's on the order for EMD SD18's and specified that the Alco Tri-Mount trucks be reused on the new units. The trucks did not come from RSD12's as one person mentioned.
