It could be that his headlight setting was on "dim."

His headlights would be dimmed and the auxillary or "ditch lights" would be turned off at least they should be here since he is passing a station there may be exceptions to this.As per my NS lake division operating manual, i'm pretty sure CSX would do the same.He may have a defective headlight and maybe using his auxiliary lights for safety reasons.He can continue to the next repair facility using the ditch lights to repair the head light.Thats probably why it seems he is using only the ditch lights.
