It's usually houses burning in East St. Louis, I don't think anyone will notice a grass fire.

You mentioned that the fire department took a long time to respond. They may not have a procedure for a fire like this as it did not include vacant houses, piles of tires, housing project dumpsters, or a car with someone stuffed in the trunk.
