Interesting ... on AC 6000s in the US, the air tanks sit above the fuel tank, resulting in a step in the walkway on the engineer's side of the engine. On these export models, the air tanks are in notch on the fuel tank, like on AC4400's and C44-9Ws.

I believe they are holding tanks for the fire supression system

They have the air tanks located in the normal location on the engineers side, as well as the blue tanks shown here. More photos here: http://www.railways.pilbara.net.au/ac6000.htm
